Selection is decided on merit, with standardized instruments applied consistently to every candidate for the same role (interview and knowledge test), with more than one evaluator when feasible to reduce bias. Background checks and the security study are carried out only after merit-based suitability has been determined, as a hiring condition and not as a selection filter, with data processing in accordance with Law 1581 of 2012.
